What is SONCAP?
The Standards Organisation of Nigeria Conformity Assessment Programme is a mandatory verification system ensuring imported products meet Nigerian Industrial Standards before entering the market.

Certification flow
Regulated products shipped into Nigeria require both a Product Certificate and a SONCAP Certificate. We support the complete workflow from inspection to customs clearance.
02 — Workflow

Request for Certification
The exporter submits an RFC to GARI LEGAS with product and shipment details.
Route determination
Route A (PC1, unregistered), Route B (PC2, registered) or Route C (PC3, licensed).
Review & testing
Documentary review and, where required, product testing in an accredited laboratory.
Product Certificate issued
The PC is issued for the qualifying product and route.
e-Form M opened
The importer opens an e-Form M with their bank, quoting the PC and correct HS Codes.
Shipment Certificate request
An SC request is raised for the specific consignment.
Inspection facilitation
Physical inspection or loading supervision as the certification route requires.
Shipment Certificate issued
The SONCAP Shipment Certificate is issued for the consignment.
NSW transmission & PAAR
The certificate is transmitted through the Nigeria National Single Window and PAAR is generated.
Customs clearance
The consignment is cleared at the Nigerian port of discharge.

A dedicated certification path for CNG, LPG and related equipment. Route X compliance and customs requirements must be completed before importation.

Submit the RFC, manufacturer business licence, type approval, technical test reports and product specifications for review.

Secure the Shipment Certificate before shipping
Arrange the required pre-shipment inspection and obtain an SC for each consignment.

Single Window & HS Codes.
Every certificate we issue is transmitted through the Nigeria National Single Window, which links SON, Nigeria Customs Service and the banks. Accurate HS Codes are what keep that chain clean.

Codes must match
The HS Code on the e-Form M, the PC and the SC must be identical, or the PAAR will be queried at customs.
Check before you file
We review HS Codes against your product specification at the RFC stage, before the Form M is opened.
Corrections cost time
An amendment is $150 per revision and can delay clearance — getting codes right first is cheaper.
